ALL Chaotes follow ALL the rules. Look, it says so right here, in the book of 
Chaos Law, volume CCIV (800 pages a piece) in section MCVII, paragraph 432.2 
subsection 3: "All chaotes are obliged to know the full set of the law, and 
the law of any country the happen to find themselves in, to fully live 
according to all laws. A more chaotic living can hardly be found."
